The action takes place in a world similar in appearance to ours, in England, in the 1990s. To be more precise, the action of the first book begins with the murder of Harry Potter's parents in 1981, and in 1991 he enters the first year of Hogwarts. Accordingly, the main plot of the series takes place from 1991 to 1998. The final scene of the adult characters at the train station takes place in 2017.

Unlike in the real world, wizards (or magicians) secretly live among ordinary people, who have the ability to use magic and the ability to use magic wands, the main thing in a magician's life.

Ordinary people (wizards call them Muggles) are unaware of the existence of wizards, as the latter carefully disguise themselves. The community of magicians is closed and self-sufficient, lives among Muggles, but does not depend on them and tries not to touch them. In 1689, the magicians adopted a Statute of Secrecy, which is strictly observed. Any intentional discovery of magical abilities is penalized. It is forbidden to enchant objects belonging to Muggles. Muggles, who are casual witnesses of miracles and transformations, undergo memory cleansing. Underage wizards have the right to use magic only in school. Muggles who are allowed to know about magic are the spouses and closest relatives of wizards and the highest echelons of power (in England, most likely, only the prime minister, he is informed about the existence of the wizarding world on the day he takes office; there is practically no mention of other countries in the books). There are far fewer wizards than Muggles, for example, about 3,000 wizards live in England, meaning the average density of the magical population in England is about 1 wizard per 20,000 Muggles. If this indicator is stable all over the world, then at the end of the 20th century the total number of wizards should have been about 300 thousand people.

Wizards have their own governments (in the UK, the Ministry of Magic), schools, newspapers and magazines, radio, money, banks, etc. They have their own hospitals (St. Mungo's Hospital is mentioned), and their own magical medicine. Its own penitentiary system (Azkaban and Nurmengard prisons are mentioned). It has its own railway that connects London with the village of Hogsmeade in the north of England. The Hogwarts Express train carrying students to Hogwarts School arrives at Hogsmeade Station. There are even their own games — the sports game Quidditch, spit stones, magic chess and others. Wizards use their own shops, restaurants, they have their own interests, their own fashion. Muggle clothes are only worn when among Muggles, for disguise.

British wizards tend to live in the same localities as Muggles. Wizards often form small communities. In addition to London, where the Ministry and St. Mungo's Hospital are located, Tinworth in Cornwall, Upper Fledgley in Yorkshire, Ottery St. Catchpole on the south coast of England, Godric's Hollow in one of the southwestern counties, and the village of Hogsmeade near Hogwarts are mentioned - the only place where only wizards live.
